You will ensure the integrity of Ontario's/Canada's immigration program by performing regular audits of the Ontario Immigrant Nominee Program's (OINP) to assess adherence with federal and provincial regulatory requirements. You will conduct investigations aimed at detecting and deterring fraud, misrepresentation and program abuse.

What can I expect to do in this role?
In this position, you will:- review and analyze applicant records to identify suspected cases of fraudulent or illegal use of documents;
- conduct on-site inspections of businesses and hold interviews to obtain evidence and establish if violations exist;
- draft comprehensive reports and make recommendations on quality assurance and program integrity best practices;
- prepare cases and testify/present evidence in court;
- work collaboratively with law enforcement agencies, other provincial governments and regulators to attain program objectives.

How do I qualify?
Mandatory
- Valid driver's license for extensive travel within the province
Legislative Knowledge:
You have:
- knowledge of the mandate and role of the Ontario Immigrant Nominee Program (OINP);
- the ability to interpret and apply legislation, regulations, policies and procedures relevant to OINP's mandate;
- an understanding of the judicial process, court procedures, rules of evidence and related legislative requirements, and crown disclosure obligations;
- knowledge of the Provincial Offences Act, the Ontario and Canada Evidence Act, the Criminal Code of Canada and relevant case law.
Investigative Knowledge and Skills:
You have knowledge of:
- investigation principles, theories, practices, and tools; research and interviewing techniques;
- compliance and inspection protocols as described in the Ontario Immigration Act in order to conduct inspections and ascertain the validity of evidence/documents obtained; when an inspection becomes an investigation and are able to respond appropriately;
- risk assessment methodologies for detecting, validating and assessing the potential for fraud and recognizing potential immigration fraudulent situations (e.g. misrepresentation, fradulent documents; collusion between parties);
- court protocols/procedures in order to prepare for testimony and present evidence in a judicial environment;
- the role and mandate of other law enforcement agencies and regulators, in order to liaise and exchange information.
Strategic Communication Skills:
You can:
- diffuse difficult situations when required, adjust communication style to accommodate different audiences or situations;
- identify sensitive case files, and respond in a manner that does not compromise the situation and/or problem resolution;
- conduct interviews and ask probing questions in order to obtain information;
- communicate findings and make recommendations in detailed, comprehensive reports; prepare court briefs;
- develop training and educational tools and resources; effectively present training material and information sessions;
- liaise with law enforcement agencies and legal counsel.
Analytical, Critical Thinking and Problem Solving Skills:
You can:
- assess program integrity and compliance with federal and provincial legislation;
- identify patterns of fraud, misrepresentation and systemic program abuse;
- identify and assess politically contentious issues that may impact the program.
Organization and Planning Skills:
- You can manage concurrent investigations and balance the competing priorities of complex issues, high risk/high profile cases.
Computer Skills:
- You can operate computers and software/applications such as Microsoft Office and internal case management programs and the Internet to access information and update databases; prepare correspondence and reports; conduct research.
