Screening Officer (Temporary) Job at City of Winnipeg
Reporting to the Coordinator Quality Assurance, this position will act as the first point of contact at the City of Winnipeg for citizens wanting to contest a by-law penalty notice issued under the Municipal By-law Enforcement Act (MBEA). The role of a Screening Officer is to ensure compliance with the requirements of the Municipal By-Law Enforcement Act (MBEA) and applicable City of Winnipeg By-laws. The appeal process requires that a City appointed Screening Officer review the penalty notice.
This position is highly specialized and technical in nature and requires the incumbent to review complex information and use their judgement to make impactful decisions in a high volume/stressful environment. The incumbent will have significant independence in the interpretation and application of municipal by-laws, provincial acts and regulations, in the decision-making process to uphold, reduce or cancel by-law penalty notices, and in the negotiation of compliance agreements through authorities granted to the Screening Officers in accordance with the Municipal By-Law Enforcement Act and associated MBEA enabling By-law.
As the Screening Officer, you will:
- Review by-law penalty notices issued under the Municipal By-law Enforcement Act.
- Assess the notice against criteria set out under the MBEA Enabling By-law and make a decision to uphold, reduce or cancel the penalty notice.
- Ensure the administrative processes under the Municipal By-law Enforcement Act are supported, considers provisions set out under other By-laws, Acts and Regulations which may influence the decision-making process.
- Adhere to the policy guidelines established.
- Negotiate compliance agreements with a person to whom the penalty notice was issued (individual, corporation, legal representative, etc.).
- Provide information to the public regarding offences under various City of Winnipeg by-laws which fall under the jurisdiction of the Municipal By-law Enforcement Act.
Your education and qualifications include:
- Post-secondary certificate, diploma, or degree in a relevant or applicable field such as political science, public policy, public administration, or business administration, or equivalent combination of education and experience.
- Knowledge of federal and provincial statutes, regulations and municipal by-laws relevant to matters that are within the jurisdiction of the Municipal By-law Enforcement Act.
- Experience with court/legal processes and procedures, complimented with extensive knowledge.
- Knowledge of various City of Winnipeg By-Laws such as the Winnipeg Parking By-law, the Winter Parking Ban By-law, the Fire Prevention By-law, the Neighborhood Liveability By-law, the Responsible Pet Ownership By-law, the Streets By-law, the Winnipeg Building By-law, the Winnipeg Zoning By-law, the Water By-law, the Vacant Buildings By-law, the Public Transit By-law, the Doing Business in Winnipeg By-law, the Parks By-law, the Vehicles for Hire By-law, the Sewer By-law, the Outdoor Smoking By-law and the Alarm By-law.

- Experience with, and proficient in the use of, Microsoft Office applications (Word, Excel, Outlook).
